👥 User Management
Create and manage admin and scanner accounts. Admins have full panel access; Scanner users can only access the QR scanner pages.

⚠️ Note:
You cannot delete or deactivate your own account, and at least one active Admin must always exist.
Scanner users will be redirected to scanner.html if they attempt to access the Admin Panel.
